The Dallas sculptor who created the "Cycles of Life" sculpture at the DART Westmoreland Station has been named 2009 Texas State Three-Dimensional Artist of the Year. The artist, Eliseo Garcia, grew up in the Little Mexico neighborhood of Dallas. He was commissioned to create the Westmoreland piece in 1996. That project introduced him to public art. Since then, he has created about 18 public art installations, including one in Japan.

The Vietnam War veteran attended El Centro College and holds a Bachelor of Fine Arts from the University of North Texas.
