City Council today gave zoning approval for a 186-acre urban campus that INCAP Fund wants to build near Interstate 30 and Westmoreland Road. Supporters of the project included the Oak Cliff Chamber of Commerce and David Spence of Good Space. No one at the meeting oppposed the project, which aims eventually to be a meeting point for the Coombs Creek and Chalk Hill trails.
The $2-billion project would include thousands of residences, 450,000 square feet of retail space and 30,000 square feet of offices. It also would include 30,000 square feet of green space. The main criticism that I’ve heard about this project is that people think INCAP doesn’t have the money to build it. (Since this is not 2005, it’s not surprising that it could be hard to find $2 billion for an urban infill development.) Supporters say that the project could have a major economic impact on Oak Cliff and West Dallas. There is some concern that the development could have a negative effect on the escarpment, but INCAP said today that they would "work out a plan" with Development Services that complies with a city ordinace that protects the geological features of South Dallas.
Earlier this year, INCAP won zoning approval for a plan to build townhomes in the Kings Highway Conservation District.
