The decline of Jefferson Boulevard began when retailers started moving to Red Bird Mall.
And it was kept alive for decades by immigrant entrepreneurs.
But in 1977, civic leaders wanted to revitalize the area, starting with the classic bureaucratic tactic, a “feasibility study.”
