The U.S. Army Corps of Engineers is building a wetland habitat in East Oak Cliff to help with Trinity River flood control. The corps has to take precautions to avoid gigantic underground utility pipelines. These workers are using a vacuum truck to excavate an exploratory hole. “The maps showing underground utility maps are old, and digging the holes helps verify their location with precision,” says spokesman Jim Frisinger.
