Developers of the Sprouts grocery store on Hampton Road and Fort Worth Avenue received a substantial financial package Wednesday after an unanimous city council vote awarded a tax increment financing (TIF) agreement to the development.

The TIF agreement totals $6.3 million and will bridge the project’s financing gap that emerged after ongoing zoning conversations delayed construction.

“This is the last piece of this project in the cities hands. At this point, everything needs to move forward from the development side,” city council member Chad West told the Advocate after the vote. “Community input resulted in a much better project than we would’ve had without a zoning change.”

West said a survey completed by over 1,000 Oak Cliff and West Dallas residents resulted in pedestrian amenities, environmental enhancements and additional landscaping and lighting that had not been required in the initial planned development.

When discussing the motion, West also moved forward with an amendment to require an artistic installation from a local artist at the site. The amendment was included in the final approved package.

The artistic package had been discussed in neighborhood meetings but was not included in the final rezoning.

“I look forward to seeing what creative designs come forward from this requirement,” West said.

According to city documents, developers plan to break ground on the property in December 2024 and construction of all three buildings included in the final rezoning plan will wrap up by September 2026.
