A developer wants to build a $38-million luxury apartment complex on Beckley at Interstate 30 and is seeking $4.6 million in tax breaks.

Frisco-based builder RWI Green Development LLC wants to amend the Oak Cliff Gateway TIF District to include the land on Beckley, which the company has not yet purchased, so that its five-story development could qualify for millions in future tax reimbursements.

If the development wins the tax breaks, then the 250-unit apartment complex would include 50 affordable apartments.
