A 22-year-old who police say was driving over 70 miles per hour when he crashed into a man riding a lawnmower last week has been arrested and charged with manslaughter, the Dallas Morning News reports.

Luis Saulo Ronzon Ramirez is accused of speeding on West Jefferson near Winnetka Heights on July 19 when he crashed his Honda Civic into a pickup truck, causing the car to flip and run off the road, killing 48-year-old gardner Armando Leija Esparza.

Police say Ronzon Ramirez ran a red light at Polk Street and was driving 76 miles per hour at the time of the crash, according to a forensic investigation. The speed limit is 30 on that stretch of West Jefferson.

Mayor Pro Tem Chad West has suggested lane closures on Jefferson and other traffic calming measures, via the Jefferson Boulevard Task Force.
